SDK and Carbide download issues

I'm sorry if this has been hit before but I just can't seem to get the downloads to work right.
the download starts and copies somewhere between 5 and 50 M then aborts. The DL mgr says it's complete.
I will restart the DL mgr and it gets a few more meg then aborts.
Same exact behavior with carbide c++.

Now, I would say I have a local issue... BUT I can download Carbide.j and every other thing (from other sites or this one) with no issues.
Also, the DL mgr says "property not defined" on every control on the windows. Sometimes it displays correctly but most of the time it gives the property not defined messages.

I have tried IE 7 and Firefox. I have tried downloading as direct HTTP and with DL mgr. Same results.

Does anyone know if these tools are posted on some other site?

I was able to successfully download these files from a different network connection. Very strange but I have them now. Thanks
