But if you follow the advised link to registration page https://pro.forum.nokia.com/preRegisterCompany.do you are not able to register, because you got the message 'Requested zone not available for registration'. And so you are not able to report bugs as non-pro-developer.

I just created an account using a gmail account name, It let me register, after registration I wen to Your Account, clicked on report a bug and then it went to support and let me create a bug report.

I don't know where you went wrong, were you temporarily logged in after finishing registration?
