Nokia has not officially announced any Windows Phone based models yet. Expect to see announcements this week from the Nokia World event in London (presumably with some availability information).

They will sent you Email, wait for email, the date is not fix, about when they will start shipping.

If you are eligible for it, you should try and see under Resources -> Developer Programs -> Launchpad link -> Support Center -> Device Distribution if you have anything there.

PS: You are not eligible if you dont have an active Launchpad account that is active from before 26th of October 2011... your join date seems to indicate that its not the case.

(The date in the DiBo profile shows when the first post was sent, the other profile can be viewed via a bit of "forging", it is https://www.developer.nokia.com/Profile/?u=francisrmd - it shows a particular magic date, from February)

I received email from Nokia on Feb 2011,

Subject: Nokia Commitment to your work and additional program benefits

Dear Launchpad member,
.......

To assist you with your development activities in the near-term, we will ship one free Nokia E7 device to all program members. Additionally, we will send to you one free Nokia WP7 device, as soon as it becomes available.

......

SoI was a Launchpad member, and I did receive free E7 on March 2011. But what happened to WP7?

Yes, I received it exactly 2 months ago. I think everybody received it by now, even if there were clearance delays.
