linux makesis or other linux/unix tools?

I've heard there is a way to create .sis files under OSes other than windows, eg, linux. For example, I've found a reference to a perl makesis program that does the equivalent to makesis.exe... anyone know about it or any other such tools for linux? (google search is coming up empty.)
