Need a 3G phone that can make a video call via WiFi connection

I am looking for a Nokia model that can support video calls on the WiFi connection at a hot spot when 3G service is not available.

Does anyone know of a model (N91?) that can support that functionality directly or with add on applications?

I don't know of any phones that can do it directly (the built-in video calling in 3G phones works only over the 3G network).

It'd also hard to make a Wi-Fi video call work if you want the call converted to a regular 3G video call for the receiver.
