Is there a way to create your own code signing root certificate and install it into Series 40 or Series 60 devices? This would be handy and affordable for development and testing trusted MIDlets, since you could use your own key for signing MIDlets.

In general no.
S60 2nd Edition devices allow you to do this, but this behavior is not according to the MIDP spec.
