Is ACS publisherID needed to get MultimediaDD enabled developer certificate?

Hi

I want to run application called "Streamer" which is come with "Audio Proxy Server".
It needs certificate with capability MultimediaDD. For that i have taken permission from Nokia by sending "capability request form".
Now i am trying to create .csr to apply DevCert under "Request Phone Manufacturer Approved DevCert".
i am trying to creating .csr with "DevCertRequest_30_10_2006_v2.0.exe", but it is not showing MultimediaDD capability.
Am I needed ACS publisher ID to create .csr with "DevCertRequest"?
From where should i get ACS publisher ID - VeriSign or TrustCenter?

After referring above thread one more question arises that- Am i needed MultimediaDD capability for "Audio Proxy Server"?

because at many places it is written that- MultimediaDD is for priority access to multimedia APIs. so if you need priority then only you need it.

but in release note of Audio Proxy Server v2.31, following thing is written:

So, Am i needed MultimediaDD if i dont want priority access to Audio Proxy Server?
