Need the program a certification to send UDP on S60 3rd

I have develop a program on S60 2nd platform and it works well both on emulator and on Nokia 6680.
When I ported it on S60 3rd platform, I found I do not need to modify the source code of UDP sending part. and it works well on emulator. the peer can receive UDP packet which sent out from emulator.
But when I installed it( with a selfsigned sis file) on Nokia N73 and run it, the program do not give any error prompt, but the peer can not receive the UDP packet which sent out from mobile.
In order to send UDP packet out form a real device, must the program has a symbian signed certification?
Any help would be appreciated.

This kind of issues has been discussed many times indeed. However if you open the SDK Help, and go to the page of RSocket, you will quickly find if you need to add a capability to your application (you need).
There is a good page about capabilites in the SDK Help, with title Assigning capabilities (easier to search for it with quotes "Assigning capabilities"), where you can find if self-signing is enough (enough) or you need developer certificate. The page also contains a short description of all capabilities, generally it is beneficial to remember them.
