i developed Video chat application using JMF for PC, can i do the same using MMAPI for nokia phones ??

That is challenging to say the least.
The newer phones can receive RTSP stream and display it. However sending a stream while recording it is not possible, you need to record and send the files in pieces.
Another issue is that I am am sure if you can have a recording player running at the same time you are playing back a different stream..
