Need tools for adjusting 8890 signaling

Can I give more information,

Actually, most of Nokia Engineer in some countries will surely have this. Unfortunately, it is not available in Thailand. Can anyone send me this software to config 8890 mobile phone. This software should be available at U.S., U.A.E. wheter the frequency usin g is 1900 MHz.
