extended set capabilities certification

Hello.
I am trying to understand what is required when submitting an application to
Symbian signed certification, in regards to extended set capabilities.
Symbian documentation states :
"
1. During the submit process at www.symbiansigned.com you will be required to provide individual
rationale for using each Extended Set capability
2. You will also be required to provide a declaration of the breakdown of which APIs are used
requiring the capability
"

- i can't really understand what is the meaning of 'the rationale' part, I mean, what
other rationale for a using a capability could exist, other then being required to
do so by one of the API the application uses (and these APIs are dealt with in
the 2nd section, right ?)

Rationale in this means why do you want the capability. Example:
"To have a feature A in my application I use this API and that is the reason why I need this capability."

For example if your application reads network parameters then you might have used "ReadDeviceData" capability. Describe about what you have used and why, in context of functionalities with corresponding capabilities.
