TrustCenter ACS issue

After a year of using VeriSign we are now in the process of switching to TrustCenter. So we get the PFX out of IE which we password protected, then we use tcp12p8.bat to extract .key and .cer. So far so good but then when trying to generate the devcert request we get the following error message on step five:
"Failed to use the ACS Pub ID to file the certificate request. Check if the ACS is valid and if it exists or open by another application."

We tried going through the whole process all over again but without luck, any advice? Shall we request another certificate from TrustCenter?

You must be using the tool provided by TrustCenter not VeriSign

To extract key and cer from pfx I was using that tool provided by SymbianSigned for TC cert as TOOL9(tcp12p8.bat)

Ok that was my mistake. My output CSR file was read only. Mind you they could give a more explicit error message
