changing video resolution

Hi
I have video on my pc that was taken with a camcorder. Can someone please point me in the direction of software that allows the changing of video resolution (various sizes) so that the video can be viewed on mobile/s.

http://www.erightsoft.com/SUPER/ is one I've used. The download is (or at least used to be) convoluted, to say the least.

I prefer VLC ( http://www.videolan.org ). It´s kinda cross-platform SW (binaries for OS X, for many Linux distros and for Windows, too).
