I'm in the same situation. I've been waiting weeks for the Symbian System to come back up and when it finally does, I can't sign the interpreter.

The problem is that I don't have a dev cert, and currently the only way to sign an application is via Open Signed process (which prohibits signing of apps that use a UID from protected range).
On ensymble you can choose the UID you want!
I don't think so ... try it there and see if it requires.

Sorry about this mess. We weren't aware that Open Signed refuses to sign packages with UIDs from protected range - it worked just fine with the original devcerts!
1.4.3 freedevcert scriptshell package will have UIDs from unprotected range. It'll be released in a few weeks.
In the mean time someone can make such a package based on the 1.4.2 source and post it to their website or somewhere.
