E62 is FP1 ,so it can not support FP2 app.

What capabilities are you requiring and how is your application signed (self-signed or singed through Symbian Signed)?

In my project which is combination of three projects, capabilities are:
CAPABILITY NetworkServices LocalServices ReadUSerData WriteUserData UserEnvironment
CAPABILITY NetworkServices LocalServices ReadUSerData WriteUserData UserEnvironment
CAPABILITY ALL NetworkServices AllFiles ReadDeviceData WriteDeviceData
and i am using "Self signed".

The message is true, self-signing can not grand arbitrary capabilities, read any faq (for example the one on www.symbiansigned.com), or the Wiki, or just search for "Assigning capabilities" in the SDK Help ("User grantable" capabilities are the ones you can use with self-signing).
And "ALL" is especially a bad idea in your 3rd project.
