A simple question!

I have recently downloaded the Nokia Toolkit 3.1 , but when i try to run the program i get the following error message: cannot establish connection with the simulator java.net.SocketTimeoutException:Accept timed out. What else do i need to get started? Bare with me as i am new to all this.
