Hi Guys,
Phew i finally managed to resolve the problem. It works!!!!

I found out that Self Signed Applications do not conform to UNI-9 Step 7 of Symbian signed criteria

Hence use Developer Signed Build for this Test

Better we should check it out on our own if there isn't any document/reference.

i agree... there are many things in Symbian which we happen to find out and soon the document has it too

so for the nokia experts and representatives of Nokia, you could exclude self signed application from test criterias which they cannot pass for sure, this being one of the examples.

Yes i totally agree,Symbian-Signed guys should also look thoroughly verify the feasability, pre-requisites along with the ground realities before coming up with a criteria not just this case but across the whole set.

I did not have any document for reference i just guessed it and gave it a try. it worked for Dev signed build.
