Once I make a SIS file through Ensymble, can I just distribute that SIS file? Or does it need to be signed? How would I get it signed?
My program uses location and networking, if that makes a difference...

yes as far as i know once you are with the sis you can distribute the unsigned sis to sign it with the proper capabilities is the work of the end user.

BTW you can get an application signed here.

yes exactly you got it now and sorry icinnamon but as far as i know this is only the way no other way is there.

Professionals would go for Express Signed or Certified Signed. There are no IMEI restrictions and, in the case of Certified Signed, there are more capabilities available. The downside is that you need a Publisher ID, which is 200$ per year.

If your application doesn't require any extra capabilities then the sis file created by Ensymble should be enough.

If you need Location capability in your dev cert then you can not use the self-signed method and Ensymble (solution described by Yak) !
