Need Information

Hi!!!
pls i need information about connectivity between cell phones and servers!!
infact!! i m working on project where mobile software, installed on mobile needs to talk to srever frequently without notifying user (as he has registered earlier!)

So pls, Can anybody tell me how to set up connection between any internet server and mobile software.

If you want to develop an application and want to communicate with a remote server i suggest you to try with python as in python you can build applications rapidly.

i want to tell you my project details!

my project is similar to mobile tracking where several users will register themeselve on server for this service.

registered users (present in same group) can track each other.

while registering one software will be installed on user's cell phone. this tracking method is based on GSM cell id method.

this software will send information (e.g cell id n etc) to server, whenever the base station changes.

here user A sends request to server for finding location of user B.

server then will check the current cell id of user B, which is sent by software present on user B's cell phone.

this cell id or area name will then be sent to user A.

(once software is installed on cell phone then software should work on user's cell phone continuously. and also should be able to send cell id information to server continuously without repeatedly notifying the user)

how can i acheive this fuctionality!!!

i m totally new in this field.
so pls give me some details.
