Handling video from phone camera

Hello, please help me

How can I handle video from phone camera using nokia emulator and Java Me or C++

Can anyone tell which version of Nokia sdk, or which programming language I should use.

You can use both, it will depend upon your traget device(s). If you are just targeting Symbian devices you can use Symbian C++ or even J2ME. Keep in mind though that Symbian C++ will give you more access to camera features as compared to J2ME.
If your target devices are very diverse use J2ME.
