how to sign content(memory card) based application??

Hi All,
As title says my application is based on some content that is store in a memory card,so how could i sign it.i mean ,how could i submit it for signing,whether with memory card or without memory card.

you would sign the PA sis packet only.

ok,but how they will test my application without my content that is using in appl.

You put the content in a zip file (or sis file) and instruct them where to copy (install it). What's the problem?
