http://groups.google.com/group/nokia-wrt-tools-beta .
Once you are approved, you will be able to access a web site where you can download WRTKit and see the related document.

Yes. It is the Library I was looking for. But It seems the group is discontinued, the latest thread was July. And the version of WRTKit is beta 0.9. Not 1.0 as mentioned in forum Nokia.
