Cell-ID position via SUPL

Is there a simple API I can use to retrieve the rough geographical position of a Cell-ID through SUPL?

I have no idea regarding SUPL, but If you have GPS enabled device,
Location API can be one good option.

try using CTelephony and then using online services like celldb.org to get the location.

SUPL is Nokia's proprietary system that provides the location via location API.

Does celldb.org has information of all operator and their cell information? Does it work in for example Africa?

I am not sure about Africa locations. but you can try.
