3GPP S1AP protocol

I am working on the S1AP protocol and I am trying to find the exact format of the information elements. The 3GPP TS 36.413 specification document does not include the specific formats. Could anyone help me? Some of the Information Elements are specified in the specifications of the NAS and GTP protocols, but very few. Thanks in advance.

Did you ever find the information you needed? I am working on a protocol decoder for S1AP (over SCTP) for our product, so I am looking for the same specification that you seemed to be looking for last October.
