bootstrap message for Nokia 6131 (s40)

I need to bootstrap nokia 6131 NFC which is Series 40 3rd Edition FP1 Phone. I have tried sending bootstrap xml on the phone as a message, but it shows the message as it is. Is it a must to convert xml to wbxml. I am using https://www.emsoap.net/smsservice.asmx to send wap push message. I might be missing something.

Is there PPG server (free or trial) that I can test to send OMA Client Provisioning.
What I understand after reading
1 - A wap push message can be send to the device
2 - once user accepts, a call is made to say a servlet that will push OMA Client Provisioning xml to the PPG, that, in turn will send to the device.

I read from on of the forum that even we can put a file on the server and link it in the WAP Push sms. I tried it but the phone opens the file as it is. If this is the case, what should be the extension of the file.
