Wap Toolkit UDP error in Win95

I tried to install the toolkit in Win95 and everything works just fine, but when I tried to run the server simulator, it stops and gives me a UDP error. Why is this?

WAP TOOLKIT does not support WIN95 try installing WIN NT and then install the toolkit.
