to identify Phone no. or IMEI no. using j2me

I am working on application which need unique no. to
identify mobile users.For that
I want to identify devices by Phone number or IMEI number
by using j2me.

unfortunately that is not possible as MIDP does not offer possibilities to obtain phone numbers or IMEI numbers from the phone itself.
