Signing with no capabilities

Hello,

After reading the Symbian Sign Guide, I still don't understand one thing:

If I have a Publisher ID and I want to sign an package which uses no capabilities at all, do I still need to pay the Express Sign fee? Isn't there a way to locally sign such applications without paying?

Yes, you can self-sign your application and the user can install it after receiving a notification that the application is untrusted.

Regardless of the amount of capabilities used, if you want your application to be certified as having passed the usability and robustness testing criteria of Symbian Signed then you have to go through the Symbian Signed process.
