AFAIK the first link is the Qt plugin for S60 SDKs and the second one is the Qt SDK for desktops operating systems.

As Qt is cross-platform C++ GUI toolkit, the same source code can be used across different platform. But for compiling that source code you need right SDK for that platform. For Symbyan OS (S60) you need SDK Qt for S60 (one you mentioned in first link). Qt also has SDKs for other platform including MS/Windows, Unix/X11, Macintosh , Embedded.
