I just want to know What is the diffrence between general video content and streaming content?
and how to develop it?
is it same like development of general content or diffrent.?
Is there any toolkit to do so?

When you're streaming, you start watching/playing the content before it is fully downloaded.

The video could be encoded in the same or a different way either case. That is, there are also video encoding/file formats better organized for streaming.

In addition, for streaming, there are more optimized/advanced transport protocols for that purpose, than for just downloading files.
