What is the "bin" path under your Qt installation?
Have you really followed the steps for installing Qt as shown here Installing Qt on S60 ?

ya i have followed all the instruction regarding the installation of QT, but the files like qmake,rcc etc are not present in my bin folder that are actually needed for configure carbid c++
Then you have messed up with your Qt installation. I would suggest you to re-install the Qt temple release. Check again: Installing Qt on S60

Also you can try to configure the Carbide.c++ toolchain for command line builds ( Start->All Programs->Carbide.c++ v2.0->Configure environment for WINSCW command line ). And then try again.

As A.A.M told you try to build the application from command line snd check whether it is working or not.

If the files are not there in the bin folder, then definitely you should start fresh. The fact that the QT needs to be just un-compressed for these files to be(no other rocket science involved) there points to the fact that maybe you have the wrong package. So please check on that one.

Those files are created when you configure Qt. So if you have done this(?) then it probably failed...

Guys I just need help, coz I tried following the steps in the installtion of QT for S60 but when I tried to run the QT in carbide the error says that
"file cannot be found Creation Time Description Resource Path Location Type 1233696775656 Specified file '\S60\devices\S60_5th_Edition_SDK_v0.9\epoc32\release\WINSCW\udeb\QtGui.lib' not found Hello Unknown C/C++ Problem"

Are you sure that you configure Qt for S60 correctly?
I suggest you carefully check this doc step by step - Installing Qt on S60.
Thanks AAM, I have already configured my carbide and qt but now my problem is running the application, when I tried to run the program it looks for a trk application I think it is use for debugging, can you somehow tell me how to deploy the qt application also when I tried to directly install the program it seems that it is prohibited on the emulator Im using S60 5th edition.
