mtm new message notification on 3rd fp2.

hi,
i implement an mtm for sending and receiving message.

my problem is:
when i create a new message in the inbox(mark as unread), a the notification will display(including sound) on 3rd and 3rd fp1.
but not any notification on 3rd fp2 platform.

i've tried the MNcnNotification api, but the function 'NewMessages' returns -1 when i passed the mtm uid or the inbox uid as a service id to it.

can anyone help me
