LBS running in the background

Can I develop an application that runs in background and access location and web service framework periodically within a timed interval. For example, an application that does GPS logging and report back to user thru SMS when certain miles have been reached. (upon user's consent, of course).

If it is possible, would it be a native S60 application or Web Run Time?

Yes, it's possible to do this. I can advise you do this using Symbian C++. You can use Location API for accessing location information. Also in Wiki you can find quite many ready made examples on how you can use these APIs.

My question is actually more on the question whether I can have a background task running even thou the application is not active. I'm coming from the other mobile platform where you can't run any background task

Yes, in Symbian OS based smartphones you can have a lot of a background tasks working concurrently.
