have you tried SIP VoIP Settings application which can guide you to set your internel telephone profile.
The following is the download link.

basically, you need to create a SIP profile, set the audio codec for your SIP profile, create a VoIP profile which use your SIP profile.
if you use a wlan connection which use Network Address Translators (NATs),you also need to set STUN server.
I've downloaded app SIP_VoIP_3_0_Settings_v1_0_en.sis on my n96. The app is installed already (I can see it on the app. mngr), but it is not shown in my Applications Menu.
I've made all settings for SIP Settings, but n96 does not has the "Internet Tel" feature as n95.
I thought downloading this app I was able to create a SIP Client.
I am able to use fring as SIP Client with no problem, but this is not what I am looking for. I would like to have my n96 configurated as my n95. What I can do?
jolumate, this SIS (only) allows you to configure Nokia’s (native) client. Nokia provides an overview of phones coming with a native client. I recommend to continue with Nokia’s end-user support channels as you are in the developer centric discussion board here.

There is no native VOIP client for N96, hope it will be implemented in future FW. There is only option to create SIP profile in connection settings. I've heard that you need to ask your ISP to send you configuration message to enable it (similar to one used to setup mms or gprs) but i think its a lie because nokia provided specification of compatible phones an N96 isn't listed. Check the link below.

Check this other post where people talk about voip/or rather the lack of voip on n96

However we can surely develop our own :-)
