set default language in PKG file

Hi,

in my pkg file: &GE, EN -- used to define app support German and English. i switched the order many times but default highlight language always be English during installation, but i would like to set German as default highlighted language.
Any idea on what kind of setting should be done?

I don't think it has the option really, the default selection should actually come from the device's selected language.
