so I want to use socket implementation SMTP.

2>.All Nokia devices support the "socket"?
3>.Can this achieve cross devices?

all symbian phone, include s60, s80, s90, uiq, support socket, so all your question is yes, and normal symbian socket is RSocket class, and unix-like socket is supported by openc api.
