How to draw an animation on standby screen?

1st question: How to draw an animation on standby screen?
2nd question: How to preview the above animation effect in my setting page?

for 2nd question I think maybe I can take a shot on standby screen and draw it to the current preview screen then add my animation on it.

There is no API for this purpose in the SDK, so you would need to do it completely by your self. Check wiki examples fro reading GIF files, drawing outside app framework, and monitoring focus changes, and you'll get nicely started.
