There's a fair bit on information about the process (see the FN Wiki for example), but in summary...
Cost - It depends on your content.
For Java your content must be Java Verified - this will cost money.
For native Symbian application, or other content packaged as a SIS file the SIS file must be Symbian signed. There is a cost involved in this. You will need a Publisher ID (varies around $150-$200). Files can be Symbian Signed via Express Signed ($20) or Certified Signed (varies $100+). See the SymbianSigned.com for more details.
WRT content does not need to be signed and is therefore free to put in the Ovi Store.
For audio and image content (video to) you have to an extra agreement with Nokia. (i.e. it not enbled in the basic pubish.ovi.com self serve tool.
Once you have you content you can sign up to publish to the Ovi Store at publish.ovi.com. This is free.
Timing - difficult to say as there's not much to go on. However judging by timing on launch timescales it look like the targeted time in roughly a week to 10 days. Presumably much of the time it will be less than that though.

i think these prices are too high...why a developer has to pay 250€ for publishing his program/game? i'm developing a game too and would like to put it on ovi store, but i can't pay 250€ for put it on. what happens if i can't sell my game enough? i prefer the app store system..100$ for become a developer and then you can publish directly without any fee for publishing the first time and for upgrades..with this system i have to pay 20$ every upgrade i upload....... i think this isn't the way for make a great store..a store is made by professional and homebrew program / game..if you don't help people to publish their homebrew the store will close soon....
Yeah, this really seems to be a LOT. Looks like it's meant only for large companies, rest of devs can go somewhere else.
