Configure environment for winscw command line

After installing the carbide c++2.0,it suggests that I have to start Configure environment for winscw command line .
I konw if I start Configure environment for winscw command line,it is possible for building the project in winscw command line.And I want to know aftering start Configure environment for winscw command line,it is possible for carbide c++ to building its project?

If you are not planing to use commandline for winscw. then you donot have to configure it.
