Can we publish to Ovi on behalf of 3rd parties?

Hey

We are developing a Symbian app for a third party. We have several doubts.

Case 1:

1. Let suppose, we open a Ovi publisher account and a Publisher ID. Can "we" sign the app for this app which we are developing for 3rd party?
2. Can we upload the app to Ovi store with our Ovi publisher account?
3. If the 3rd party gives us a No Obligation for doing this, would there be any legal issues?

Case 2:
1. If we develop an app, can we sign it with our Publisher ID and submit it for 3rd party testing approval?
2. If we get this app signed by a test house with "Certified Signed", can the 3rd party submit the app with their Ovi Publisher account?

Please help me with clear details.
