hi,

when generating SIS file for 7650, which target platform should be used?
abld build thumb urel; or
abld build armi urel?

and which is for 3650? is there any guideline on this?

Please use ARMI for both 7650 and 3650.
You can read more about platforms in SDK help at 'The ARM platform' chapter.
