6310i IrDA Modem Driver for Windows CE2.0

Does anyone know if there is a 6310i IrDA modem driver for Windows CE 2.0 as this seems to be one of the only Nokia phones there isn't one for?

Alternatively, how would I go about developing one, i.e. what tools would I need?
