How do you make calls and receive incoming call event with the PC API ?

I an using the modem of my Nokia 3600 slide and AT commands to send and receive SMS and can dial the phone with ATD441273999999; and receive notification of incoming calls on the modem.

I notice when I am using the PC Suite that the incoming call number appears on my Windows XP desktop. I want to control the mobile phone to make calls and pop up an application when an incoming call arrives (like TAPI).

It there a way to get the phone to dial a number over bluetooth and to receive notification of an incoming call (with the number) with a C# program on a Windows machine connected with bluetooth using the PC API ?

BTW the same applications work fine with my setyp.
