Nokia handset software for Java and MMS

If I develop a J2ME application for a Nokia 7650 in the UK, could users with a Nokia 7650 handset in Singapore also access this application without any adaptations? With the exception of language files and character support, is the handset software the same?

Functionality of the SW remains same so your MIDP application is working in Singapore and UK,
Only difference in behaviour might be result of SW version of Mobile.
