Hebrew chanrs in the menu

Hello,
I'm writing application using SDK S60 3rd FP1.
I'm using a view with OPTIONS menu.

If I write hebrew chars in the option menu I get garbage chars and don't see hebrew.
If I change the phone language to English I see the english menu and it shows ok.

Do I need to save the heberw rss file with special parameters ?

I read this documents.
My problem is that in the option menu I don'y see the characters right.
I added
CHARACTER_SET UTF8

Now the characters looks different but no hebrew.
