Internet Call Indicator and SIP

Is there a way to programatically know if "internet call" is available ?
Problem - i can monitor WLAN signal and connection with my app , but it doesnt mean that
i can make internet call through SIP (SIP Settings registered OK).

Also , Can i know programatically the the SIP is registered ?

I will clarify my question :
I need to know in my app that the phone is capable of Internet call , after the SIP is registered.
