Does it support and running web services on the phone (i.e. Phone as the service provider)? I am having some trouble with PAMP when exposing its service to external applications.

Now, you can use FineWS 2.3 for PHP applications.
Though, Joomla! can run on FineWS 2.3 through Internet.
