I want to install applet onto my Nokia 6212 phone.

I try to open a secure channel using SCP 02 but when I try to set to 00 P1 (No secure messaging expected) I get a 6985 error (Conditions of use not satisfied).

When I put 01 for P1 it works well but when I want to launch the Install for load command I get a 6982 error (Security satus not satisfied).

So why I am unable to put 00 for P1 and what are the security level to install an application onto my phone?
