access to radio UMTS / GSM parameters

Hi,
I'm writing a Symbian C++ application.
I'm just able to get following parameters using CTelephony API: IMSI, signal strength, MCC, MNC, LAC and cell ID.

I guess if exists some API to get following RADIO parameters:

-Absolute Radio Frequency Channel Number (ARFCN)
-DownLink Power Measurements (in UMTS: CPICH RSCP, CPICH Ec/Io, RSSI. in GSM: RXLEV, RXQUAL)
-UpLink Power Measurements (UE Tx Power)
-Handover failer

In case of there is not public API to do this, could you tell me if it's possible using a non-public API or a partnership with Nokia, Nokia Forum PRO or Symbian?

No public APIs for additional iformation, for non-public APIs, you could maybe check what symbian foundation could offer.
