There are two situations involving updates and price changes:
Situation 1 - Application is free
If I change the price to become paid (e.g. 0.99 instead of free) will users that already "bought" the application have to pay 0.99 to get the new version, or will they get to download it again for free? Is there any control?
Situation 2 - Application costs 0.99
If I release an update, will users have to pay an addition 0.99 to get the latest version, or will they get to download it again for free? Is there any control?
In either of these situations, how will the user know there is a new version available? Can they install it directly from the store, or will they have to uninstall the application and then reinstall through the store?

No, user has already downloaded the content so its free.
Situation 2
No, currrently there is not application version management on Ovi Store. The user will not know that there is a new version. This will be addressed in future releases of Publish to Ovi.
